Confederation College Prepares for Increasing Skilled Workforce Demand

Thunderbay is happy that a great working relationship is developing between contractors, Confederation College in Thunder Bay, the community and the government. The relationship will become stronger throughout the Ring of Fire project and the 12 other mining projects which may follow. Confederation College plans on implementing new training plans based on the increased demand for trained laborers in the construction market. The new mining projects will place increased demands on the community to build new housing, new community services and new infrastructure. It is the hope of Confederation College that those running the mining projects do not release the projects all at one time. Instead, the college hopes that the mining projects are rolled out over the course of the next few years allowing the college to train workers at a reasonable speed. Once the workers are trained, then the contractors can hire the workers and keep them consistently employed. If this does not happen, then contractors may have a hard time finding skilled laborers. After the initial boom, then these laborers may find it difficult to find continual employment bouncing from one contractor to the next depending on who has work available. This is not a new idea for the area. The most successful project to date has been the Meno Ya Win Health Care Centre in Sioux Lookout. During that project, the college was able to train numerous workers who are still employed in the construction industry including carpentry, electrical, motive power trades. Clive Thurston resigns amid battle with the Ontario College of Trades

The Ontario College of Trade (OCOT) was created in 2009 and is comprised of professionals from the construction, motive power, industrial and service sectors, as well as the Ontario Labour Relations Board. The purpose of the OCOT, and its evaluating body, the Roster of Adjudicators, is to review certain trade-related matters, particularly those concerning professional formation such as journeymen, apprenticeships and certification. The OCOT intends to begin enrolling members January 1, 2013, and would conceivably represent tens of thousands of skilled labourers. During the past several months the Ontario Construction Employers Coalition (OCEC) has begun gaining momentum in its criticism of the OCOT, and calls for its abolition or reform. Clive Thurston, President of Ontario General Contractors Association (OGCA), recently resigned from the OCOT’s Roster of Adjudicators, citing his frustration and disappointment with the OCOT’s first review. Thurston alleges that the review process is biased and that the OCOT does not function in the best interests of skilled trade workers or employers, but rather operates according to an agenda that seeks to bring what he describes as “Quebec-style” labour practices into the Ontario construction labour market. Thurston asserts that the OCOT failed to properly review objective data or empirical research, but rather operated according to an agenda that failed to appropriately address the needs of the industry. How can a business reduce or reclaim WSIB Premiums?

The WSIB program is a no-fault insurance offered by the Workplace Safety and Insurance Board of Ontario. Through this program, WSIB encourages improvement in a firm’s health and security performance by providing an affordable policy with low administration costs. Companies of all sizes can benefit from the potential tax refunds, while protecting themselves against expensive settlements. Their incentive packages, which include the Merit Adjusted Premium (MAP) for small business, reduce the price of coverage as a reward for businesses that have safe workplaces. The MAP plan for small businesses provides rate discounts to firms with good accident records. To qualify for a discount under the MAP plan, a firm must pay a premium between $1,000 and $25,000 and have been operational for at least three full years prior to the Board’s review. If in the past three years there are no claims against the company costing more than $500, the firm will be awarded with a discount of at least five percent. Companies that pay more than $20,000 may receive a discount if there is only one claim on their record worth between $500 and $5,000. For firms that pay less than $20,000, one claim costing between $500 and $5,000 will result in neither an increase nor a decrease in the price, while multiple claims or claims of more than $5,000 will result in a higher premium. For businesses paying over $25,000, the Board offers the New Experimental Experience Rating (NEER) program and the CAD-7 program. Companies that pay $90,000 or less and have been registered with WSIB for 12 months or less are also applicable for the Safe Communities Incentive Program (SCIP). In the first part of this two-part program, the owner or senior manager of the participating business attends two introductory classroom-training sessions, which cover a range of topics concerning health and security practices and the requirements of the Ministry of Labor. The second part involves four separate classroom sessions and the construction of a plan for implementing beneficial practices and policies. Completion of each part of the SCIP reduces the price of the insurance by five percent, though a company cannot receive both rebates within the same year. Companies not participating in the SCIP have the option of joining the Safety Groups Program, pending a commitment from an owner or senior manager to remain in the program for at least one year. From a list of related businesses, the participating firm selects a group to join, and at the start of the year, under the direction of a sponsor, identifies five elements that can be improved upon in the workplace. With their group, they share ideas and pooled resources, and if, at the end of the year, the group has successfully addressed their chosen targets, they will be awarded a rebate.
